Compliance with laws, rules and internal regulations is a top priority at the Senate Department of Berlin. It gives the highest priority to compliance with laws, rules and internal regulations. Only if we conduct ourselves in compliance with the law and with integrity will we protect our company, our employees as well as our business partners, customers, service providers and their respective employees. The whistleblower system receives concrete indications of potential misconduct by employees of the company.

Compliance with laws, rules, and internal guidelines is a top priority for the administrative units of Berlin. Only by acting in accordance with the law and with integrity can we protect our administrative unit, our employees, and our contractual partners. The whistleblower system receives specific information about potential misconduct by employees of the administrative unit.

It requires the attention and willingness of everyone to report specific information about rule violations. These can be reported confidentially to the whistleblower system at any time. This includes, for example, violations of laws such as public procurement and subsidy law, budgetary law, corruption, theft, or discrimination.

Protection for all involved

The whistleblower system guarantees the greatest possible protection for whistleblowers and those affected. An investigation is only initiated after careful examination of the report and if there are concrete indications of a violation of the rules. The information is processed in a fair and confidential manner. Discrimination, intimidation, or hostility resulting from a report to the administrative unit's whistleblower system will be investigated and punished in accordance with the same process.

Reporting information – but doing it right!

After receiving the information, our service provider processes it in accordance with all necessary procedural principles (e.g., confidentiality, protection of whistleblowers). In order to process cases and, if necessary, initiate appropriate investigative measures, dialogue with the whistleblowers is often necessary. It is therefore important that the report is as specific as possible. It is helpful if you consider the following five questions when making a report:


Who? – Who is involved? Who is affected?
What? – What happened? Description of the facts.
When? – When did the incident occur?
How? – How often did it happen?
Where? – Where did the incident occur?


Whistleblowers should ensure that their descriptions can be understood by people who are not familiar with the subject matter. It is helpful if they are available to answer any further questions. If the whistleblower so wishes, our service provider will strictly maintain their anonymity. 

In addition to our service provider, other departments within the administrative unit may also be involved in processing reports. In the case of substantiated reports, the responsible department will investigate the matter, consulting additional internal or external experts if necessary. The respective administrative unit will also work with the human resources department to clarify the matter and initiate measures if necessary.
